Dear Mr. Stultz:
Thank you for your letter regarding aviation user fees. I appreciate your taking the time to share your thoughts with me.
Currently, the Federal Aviation Administration (FAA) receives its funding from the Airport and Airway Trust Fund. The trust fund receives revenues generated from passenger ticket taxes, as well as aviation fuel taxes. However, these taxes are set to expire in 2007. The Administration recently released its FAA reauthorization proposal. This plan replaces the current tax scheme by increasing the fuel tax on general aviation from 21.8 cents per gallon to 70 cents per gallon. The proposal also imposes user fees on much of the certification work that is done in Kansas . This proposal, as well as others, will be considered when Congress debates the reauthorization of the FAA.
I understand your concerns about the possible impact of higher fuel taxes and user fees on the general aviation community. It is unacceptable to shift so much of the cost burden onto general aviation. Rest assured, as a new member of the Senate Finance Committee with jurisdiction over tax proposals, I will work to fight against this new scheme and to ensure that general aviation gets a fair shake from the FAA.
